Prefatory statement from the board after president conferred with County office of Ohio Dept. of Wildlife: On March 31, 2026, the Greenlawn Village Board voted on and passed an administrative resolution to allow the safe harassment of Canada geese with green laser to deter them from the ecological damage their waste does to our village pond.

Secretary report: Read minutes from February 21, 2026 homeowners meeting; motion to approve; seconded; carried.

Treasurer Report: Treasurer reported the following balances in the Assn. accounts as of February 28, 2026 as: General Operating Fund: $103,826.31; New Plants Account: $16,171.66; Reserve-Study Reserve: $37,728.09; Reserve Account: $42,811.02. Motion to approve, seconded, carried. A complete copy of treasurer’s report is filed with these minutes.

Member-at-Large Report: Bob Gates (audit committee/Ohio EPA, etc.) The end of 2025 report for metrics from our operation indicates we have an operating cost of $20.41/mo. per address for our water. EPA would like the Village to put in meters on our houses; no benefit there for us. There were costs with main breaks, building maintenance. On February 23 Gates met with the Ohio EPA representative for this region, along with Zach Blessing (maintenance of our equipment) and Jeremiah representing Winelco (overseer for operations). Violations noted by the EPA rep: 1) outdoor spigot of wastewater plant should be checked every year; Gates took care of that issue the same week; 2) no cap on an overflow pipe; EPA requires certain specifications for materials to be used; Gates searched online to find plate of required size; got it installed, took photo and sent it to EPA to verify the work had been completed correctly; 3) other less urgent recommendations (such as more preventative maintenance) are yet to be completed. Thanks voiced by several owners for research to keep up with issues that had once been unforeseeable.

Maintenance report: snow melt and rainwater problems have moderated to the benefit of the sewer plant operation; 2) also led to discovery of his missing chain; 3) lenses available for a porch light or front-of-garage entrance light; trying to get all yard lights working for benefit of owners and for illumination of our streets; 4) remind your families and your guests to keep their dogs on-leash at all times.

Social Committee Report: The schedule of games each week and month continues to be well-attended. Please join us there. All members of the community are invited to participate in Bar Night [potato bar, salad bar, ice cream bar] no cost; all, please come.

President’s comments: 1) RE the development of the Association website, the cost is estimated to be $650; there will not be personal posting of any sort; 2) Reminder that until all roofs due for replacement

within the next 2 years are replaced, Greenlawn Village is in the roofing business and must fund the roofing costs. Weigandt ran a few scenarios of what costs would be in coming years for the replacement of roofs due by 2028; also projected cost estimates in the 2030s and beyond, when large numbers of roofs would have to be replaced within a span of less than a decade, per current bylaws.

Comments from the Floor: An owner, with support from another, raised the issue of someone in the village who had used a green laser in a way to harass the geese at the pond that the observer thought endangered the geese. Some of the board had received notice of this issue, but not in a time frame to do research and come to a consensus about what would be an appropriate response for this community in time for the March 21 HOA meeting.
